Objection to Proposal for a Development including Townhomes in Glen Williams
[ Plan Submitted by Eden Oak on December 6, 2024 Including Request for: Official Plan Amendment (OPA), Zoning By-law Amendment (ZBA), and Draft Plan of Subdivision (DPS) Applications – 159 Confederation Street, Town of Halton Hills (Glen Williams)]
Dear Madam Mayor, Councillors and Planning Staff,
I am a resident of Glen Williams; I am writing to express my strong opposition to the development proposal submitted by Eden Oak for 159 Confederation St. The proposed plan is in direct violation of the approved provisions of the Glen Williams Secondary Plan (GWSP) and poses a significant threat to the unique character and historical nature of our community.
Below are the primary concerns regarding the proposed development:
1/ Non-compliance with the GWSP: The plan includes the construction of 81 townhouses and one single-detached home, despite the GWSP explicitly prohibiting townhouses in Glen Williams.
2/ Excessive housing density: The proposed density of 21 units per hectare is nearly 400% higher than the maximum density of 5 units per hectare permitted by the GWSP. This represents a 420% increase in allowable density, which is unacceptable and entirely inconsistent with the GWSP.
3/ Significant variances to zoning requirements: The proposal requests substantial reductions to the space and setback requirements mandated by the GWSP and Town rules, as outlined below:

The proposed construction of townhouses and the increased density is totally inconsistent with the existing character and style of established homes in the Glen. If the plan as tabled is approved, it will forever alter the unique historical nature of the Glen.
4/ Incompatibility with the character of Glen Williams: The construction of townhouses and the significant increase in density are entirely inconsistent with the existing character and style of homes in Glen Williams.
Approving this plan would irreversibly alter the unique and historical identity of our community.
5/ Additional concerns: The proposed development raises serious concerns regarding traffic congestion, pedestrian safety, and environmental impact. It is my understanding that the Glen Williams Community Association (GWCA) will be providing detailed feedback on these matters. Concerned Citizens is aligned with the concerns outlined by the GWCA and support the need for the following actions.
Request for action:
I strongly urge Council and Planning Department to:
- Uphold the provisions of the Glen Williams Secondary Plan.
- Oppose the Eden Oak proposal to build 81 townhouses.
- Commit to opposing the plan at the Ontario Land Tribunal, if necessary.
The residents of Glen Williams rely on our elected officials and planning staff to protect the integrity of our community. Approval of this proposal would set a dangerous precedent and undermine public trust in the Town’s commitment to its own policies and plans.
